First off you will need to sign up for a Premium Membership with XNA Creators Club. The price for a membership is pretty steep to, but don't let that discourage you. For a whole year it is $99, and for just 4 months it is $49. My advise is just pay for the year and save some money.
Next, make sure you have downloaded and installed XNA Game Studio. It works with Visual Studio and Visual C# Express Edition. If you never made a game in your life, and really want to, check this link out.
Once you create the game, you will need to submit it to the creator community for a peer review, to make sure your game is okay to play. Submit newly created game here. When your game has met with community approval, you will set the price points, between 200 - 800 points. After you sunbmit it, it will be listed on the XBox Live Marketplace for all to pay, download, and enjoy. You will be cut a check every quarter for 70% of what the game made.
